Need help with payments....

Well I am from India and does it needs to take a permission from the bank to allow the debit card use overseas?
I have passed a lot of days trying but cant figure it out

Help me too also how to link a card with paypal?

PayPal is country specific as it needs to comply with local regulations. I know that India is one of the more widely regulated countries so there may be some extra steps and pitfalls.

From your account summary screen, select the Wallet tab and you should see a list of your linked accounts and cards on the left of the screen. At the bottom is a blue plus sign. Click on that and it will give you an option to add a new link.

I made transfers linking my Indian credit card to paypal without any problem. You should probably be able to do so with your Debit card too as long as its Visa or Mastercard. However, you cannot use money you receive via paypal to buy goods/services. Your only option is to withdraw it to your bank account (which gets automatically converted to Indian Rupees).

However, this was more than 3 years ago, so I cannot say for sure what if any updates have happened since

​You do not need to ask permission from your bank. Simply enter the details and see if it works. However, your bank will charge you foreign conversion fees (usually ~3.5% of transaction amount)
I know a few Indian fellers who've had a lot of trouble with PayPal, specifically getting money out and into their bank. They use a payment processor called, I think, Star Pay. I've used it to make payments without any problems but that's all I can tell you. If Paypal won't work maybe it's a solution worth investigating.
