I'd say grade F- or VG for the 50 sent. 1972. Hardly any collector's value.
The 1967 one is XF or probably even Unc. but it has an unattractive glue stain on the obverse. You can try some acetone to remove the stain, but I think the metal has been affected and it won't get better. Can anyone tell if there’s an error for both coins, 1972 50 cents coat of arms, is it counterfeit or just in wear and tear condition vs. the 1967 mint?

You're right that the Mexican coin is slightly off center. But I think that you will find this degree of shift quite often in modern, mass produced low end circulation coins. I doubt if it would count as a minting error.
