Unusual coin - Netherlands 25 cents brass plated nickel

Hello.

I've got an unusual coin, Netherlands 25 cents 1984. It looks very much like KM# 204 with the exception that it's most likely brass plated nickel or steel, because it looks like brass, but it's magnetic. I can't find it neither in Krause nor in Numista catalogue. And it looks too fine to be manually crafted.
Here are the scanned images of it.


Could someone help me to identify it?

Never saw this coin before. Has not be a current one, that's for sure.
I do tend to think that this one it's a guilded one.

It looks guilded. Probably private because it's not in the catalogue.

I can't believe it's gilt! Why would someone gild a simple 25c coin? Is there any way to test it with no damage to the coin?
Maybe it's brass plated? Or bronze? There is 5 gulden coin of the same series that is bronze plated. May it be an error strike or something?
It seems silly to use low value coins for guilding, but it is fairly common. Companys giuld US 25 cent peices commonly and then sell them as "special collector editions" sets.

This is a "afslag" (Dutch word)
Hope I can translate this:
A "afslag" is a coinblow with original stamps in a different metal

Here are some know "afslag" coins from 25 cent the Netherlands:
1948 "afslag" in lead
1975 "afslag" in aluminum
1980 "afslag" in aluminum
1984 "afslag" presumably bronze
1984 "afslag" presumable cupro-nickel or tombak
1985 "afslag" in aluminum
1986 "afslag" in aluminum

I think this is a tombak coin.

They are not used for circulation.

The coin isn't pure tombac because it's magnetic. Maybe it's tombac plated steel or nickel?

I've searched through the web and now tend to think it's an off-metal strike (Abschlag, afslag).

Brass plated 5 gulden is ordinary, but 25 cents is not.
the link i posted says bronze plated,,not brass plated
there is a difference isnt there??
my 5 gulden is exactly the same colour as this 25c
