How can I add new country, Netherlands East Indies.
Wanted to post couple of coins.
Or maybe it can be done only by Administrator?

Hi,
Netherlands East Indies already exists, see here: https://en.numista.com/catalogue/netherland_east_indies-1.html.
When adding a coin, just select it within the dropdown menu of the issuing authority.
