I think it's a 1/2 Paisa (https://en.numista.com/catalogue/pieces49943.html), the second digit of the regnal year is a bit off flan, so it's difficult to say if it's 22 or 23.

The reason you don't find a perfect mach is because the die is bigger than the planchet, so you always see only a part of the coin. You have to look for the common part.

Your pictures are very blurred, can you make sharper pictures?

You will never find an exact match with hammered coins.
Yours looks like 1/2 paisa, no date, regnal year 22 (1901AD) or 23 (1902AD)
