When there's no picture available, you should update blank the previous picture:
Exemple: random picture 66666, then picture 100000 (with no picture) shows the previous picture (66666)

​That's probably a duplicate page that was later deleted.

Well, that or an addition that wasn't approved in the first place (not sure what the system for those looks like).
