Could you upload a photo?
It's strange to have a Philippine coin from that year, let alone US Administration.
Philippine coins from around that time were countermarked pesos from the Spanish colonies and immediate independent territories, like Chile or Peru.

I'll ask my workmate to take a picture with his camera later (he has a good camera...)
In the meantime, here's an iPhone image (I have a 1917 coin as well - it's definitely different)
I agree this is weird (and I have no idea how this could have happened - seems impossible to me)

This is what I think.
Two possibilities. It could be an overprint variety, although it doesn't exist.
It could also could've been edited by someone else.
Yet again, it may just be a smudged 1910, and is most likely.
If this was a 1910 20 Centavo it'd be very rare and this would probably be a counterfeit. But let's not worry about that.

Hmmm...
Here's the history of the coin (as far as I know)
It was part of a collection of coins my father found when he was fighting in the Korean war and taking R&R in Japan in the 1950's (it's been sitting in a plastic jar for 40 years... Whatever it is, I don't think it's counterfeit)
What it appears to be to me is a 1910S 20 centavo with a (no recorded instance that I can find) minting error on the date...
What do you think I should do with it? (I could take it to a dealer here in Japan - I'm sure there must be a few in Osaka - and get a valuation...)

Oh, you live in Japan?
日本語ではなする?
It wouldn't be worth it to valuate it because it's probably worth no more than 5 bucks.
