French 10€ commemoratives are not minted for general circulation and you are very, very unlikely to find them in your change. Also, though they are technically legal tender, there are some shops that won't take them. At the time of their distribution, though, you can "buy" them at post offices for face value.
It's kind of a greyish area as you don't have to order them from the mint, but I agree with your assessment that they are non-circulating commemoratives.
