Hi All,
I found this in a junk bin and after trying picture identifiers and the "text identifiers" we have on Numista (for currency name and country name), I'm still at a loss. If anyone can help even identify the country/year to help narrow the search, I would greatly appreciate it!

I see the number 1974 in Devanagari , together with some Arabic characters suggests India.

That is the Arabic script, yes but it is more likely to be Urdu than Arabic.
