It's a medallion. Cupro-nickel by the looks of things.

It looks like a Proivate Mint issue: possibly Pobjoy but can't be sure. Give me a moment.
Sorry, that is my best guess. I can think of another person who  will be more helpful. He's very good at this sort of thing.
It's difficult to make out because of the picture quality, but are there letters under the Queens bust on the obverse?

Under the Queen is 10K GP which should mean 10K gold plated
