Kenya 10 cents 2005, KM#40

I try find ....but without result  
No propouse on E-bay...

Are this coin very specific or rare?

Krause catalogue has comprehensive enough explanation: "Initially planned, but abandoned prior to release".
With the exchange rate of 1USD ~ 80 Shillings = 8000 cents, 5 cents will be worth 5c=0,000625 USD and there's no sense in such a coin.

So, this coins is never circulated?
Just have disign without mintage?
