The picture is a bit blurry, so I couldn’t make out the magistrate
Referee for Ancient Greece,  Norway and the Kingdom of Cyprus
The name seems to be either ΧΑΡΙΜΟC ("Charimos") or ΧΑΡΙΛΑΟC ("Charilaos").

KY certainly means the city of Kyzikos.
