Civic Coppers were copper coins minted for a local market and did not bear the name of the ruler.
They generally show a figural symbol on one side and the denomiation (Fals) and mint on the other side.
They were used for centuries across the territories now comprising not only Iran, Afghanistan, Iraq, Georgia and Azerbaijan.
They are fascinating by the variety of designs.

Coins from the area of the Holy Roman Empire do not show any ruler but often show the emperor's name from the time when the coin was minted.
Still the coins where minted not by a ruler but the authority of the cities themselves.
