Banks in France will not give you any coin change.
The only exception is when you go to the Post office, you can get change from a 20€ banknote to buy stamps either with an automatic coin distributor or at the desk. It's a usual but not official way to get coins in France : You go to purchase 1 stamp with a 20€ banknote

You get banknotes at the cash distributor. They usually distribute 20€ and 10€ when you request less than 60€. Some cash distributors will never give 50€ banknotes. Avoid 50€ banknotes for purchases less than 10€. Stores get usually all the coin change necessary for a purchase. 1 cent and 2 cents are still usued in France.
