1 oz fine silver dollar encased in plastic - valuable?

Good day!

I'd really like to get this to someone who would appreciate it!

Attached are images of a plastic encased 1 oz. fine silver dollar coin that has color on both surfaces. One side shows the Whitehouse and Pentagon while the other side has the statue of liberty and a skyline. Any pointers as to value and identification would be greatly appreciated. The coin has been stored in a dark environment. The plastic case seems to have ghost like images on it, perhaps an eagle on one side and and a person (female?) with an outstretched arm on the other.

Side note, I didn't find anything like this on eBay!
It’s a painted American silver eagle. Many people/companies do this to make a ‘collectors coin’.

It’s worth silver value (around $17)plus anything that the buyer wants to pay for the painted design. Cool item
