Since PVC is safe for "short term" storage there would be no harm shipping coins in a temporary, inferior holder.

1. is the paper in direct contact with the coin? The holder may be PVC free, but ordinary printing paper contains all kinds of substances (acids), in particular to make it white.
2. whoever uses a laser printer: printer toner has the bad habit to stick to plastic surfaces if it is in contact with it for a very long time. I think we have all seen old plastic binders with paper 'glued' onto it through the ink or toner used.
3. the halved holders are now open on one side, leaving the coin exposed to the outside climate (moisture, gasses from cardboard, plastic, or lacquered wooden boxes) more or less freely.
Your solution is definitely cost saving and attractive for presentation, but perhaps not the best one for the very long term. Could we, as a community, draw up 'requirements' (says the IT consultant...) for long term storing of coins?
