US $2 Star Note Error?

Good morning folks,
I would appreciate your help. What is the proper word, phrase or designation for a Bill/Note when the 'paper' itself is incorrectly cut AND how can it happen? The outside dimensions (L & W) of the ink print is correct and consistent, but the length and width of the paper is erratic, especially the width which goes from Left edge 67mm to Right edge 64.5mm and is as wide as 69mm in between. I can not find an example on internet with similar issues and I am totally unfamiliar with this type pf error.

Looks like to me, that someone did a bad hand cut from a sheet of bills. There's no why that was cut by machine..

Do not argue with ignorant people .. !! They will drag you down to their level, then pulverize you with experience ...
I agree with Derf -

The BEP sells banknotes in uncut sheets to collectors and tourists... Looks like someone (maybe a kid?) got a sheet as a gift and cut these by hand... Darn shame too - that would have bee a nice present a long ime ago.
