Can't leave feedback

Hi all – I'm new and bought (swapped?) some banknotes. Problem: I never received them after two months, and it looks like I was scammed.

I'm not able to leave feedback on their profile page. I don't see any buttons or windows to enable me to do so. All I see is a Comment box that says it's a private comment for me only. I've attached a screenshot of what I see – why is there no option to leave feedback?

You don't leave feedback through a profile page but rather from an actual swap - when your swap is confirmed by both sides one of the actions that become available is "Rate {your swap party}". Take a look here.

I don't think he has an opened swap, because he doesn't have any uploaded coins/notes. It was rather a swap in message I think, so nothing to do.
