Should this be in the banknote category?

2014 SCWPM specialized issues say that formerly listed 381-383 with portrait of Maharaja at centre are donation receipts of the Imperial Indian Relief Fund. So they are not banknotes and should be moved or deleted.
Take it easy and let's think positive. I'll tell you a story and I hope you'll understand what I mean. Once upon a time in Romania, somewhere around 1960 until early '70, the national office for tourism thought it would be good to issue vouchers for NAVROM Constanta but not only. These vouchers looks like money regarding their design, they have nominal value and denomination, they have even serial numbers but are they money? No. Will these vouchers end up in the catalog eventually? Probably yes. Should there be a category for these almost numismatic items? Probably yes.

PS: BTW never trust SCWPM X-D
I know exactly what are you talking about and I hope I never see those vouchers in the catalog :). It's more or less similar to adding (probably sounds stupid in English) the food tickets some employees get with their salary.
I still think that Indian...item, should be moved to exonumia or something.
Well, I don't know what will happen regarding these items but you can avoid food tickets at least. :O
