Addition of Baudouin I + Albert II

This message aims at: requesting the creation or the modification of a ruling authority

This banknote (https://en.numista.com/catalogue/contributions/modifier.php?id=203558) was made from 1982-1994, which spans the reigns of two kings. Can a ruling authority be made with these two kings?
For notes like these, I always put it under the first ruler. I don't really think it's necessary to add that ruling authority, but other input would be nice.

Starting 1994 they were struck under Albert II but the design stayed the same since 1952 to 2001.
The fact that alle coins have Baudouin I as ruling authority is not correct but also not a big issue...

Indeed, we do not have a proper solution for these pieces issued during several rulers.
But duplicating authorities is not a solution, sorry.
