Interesting thread, it seems like there is a "rule" amongst Tokens and Exonumia referees that they won't validate coin additions without a photo specifically for those sections of the catalogue. I support that, by the way, but I was wondering if this rule existed informally or not.

I have never seen such a rule, but I adhere to it for the sake of the well-being of the catalog.
Ah, yeah I thought it was an informal rule anyway. If I were token/exonumia referee I would also follow it, since there's just so many different entries there that without pictures to clarify listings we would quickly have thousands of entries all confused there.
So far, it is just informal. It was needed because of great number of pictureless tokens abandoned and unidentifiable.

However, they can be added when they have reference numbers.

In both cases, you can precisely identify the object, and that is what we need.
